Agency Overview

The Virginia Department of Transportation plans, delivers, operates and maintains a transportation system that is safe, enables easy movement of people and goods, enhances the economy and improves our quality of life. Virginia has the third-largest state-maintained highway system in the country, with a $7.7 billion total annual budget. VDOT is responsible for 59,451-miles of roads, bridges and tunnels.

Outdoor Advertising

In order to protect the public investment in highways, attract tourists, promote the economy, and preserve the beauty of Virginia, signs within sight of state highways must meet certain requirements and, in many cases, require a permit from VDOT, as well as permission from the local government. The Outdoor Advertising Control Section reviews and issues permits for signs visible from Virginia's highways. Read more here.

Land Use Permits

Anyone who plans to work or perform an activity on or crossing any right of way under VDOT's jurisdiction must first obtain a land use permit to ensure such work is safe, minimizes impact on travelers, and will not interfere with maintenance of the roadway. Traffic Impact Analysis

Traffic impacts caused by new development can be very costly for state and local governments, as well as the broader community. To ensure that localities take development impact on transportation into account when making decisions, comprehensive plans and significant rezoning proposals are required to be reviewed by VDOT prior to adoption. Development Plans

Development plans (site plans, plats, preliminary plans, preliminary plats, and subdivision construction plans) that impact VDOT-controlled right-of-way or are for subdivisions whose streets are intended to be taken into the state secondary system are reviewed and approved by VDOT residency staff, generally during the locality’s development review process.
