Agency Overview

The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 35 local healthdistricts. These entities work together to promote healthy lifestyle choices that can combat chronic disease, educate the public about emergency preparedness and threats to their health, and track disease outbreaks in Virginia. VDH oversees the permitting and inspection of several programs intended to protect the health and safety of people in Virginia including emergency medical services, food safety, drinking water and radiological health.

Environmental Health

VDH issues several types of tourist establishment permits, including hotels and motels, campgrounds, and summer camps. VDH issues several types of water works permits. 12VAC5-590-190 of the Waterworks Regulations requires all waterworks in Virginia to be operated under the authorization of an Operation Permit issued by the Commissioner. Find links to permit information and applications below.

Emergency Medical Services

The Virginia Office of Emergency Medical Services is responsible for planning and coordinating an effective and efficient statewide EMS system. The programs and services are designed to assure quality prehospital patient care, from when the call is received by the 911 center to the delivery of the patient to the trauma center or hospital.

  • PSAP Accreditation – This program promotes the implementation of emergency medical dispatch (EMD) protocols and continued training and education in this area. This will not be a certification, but an acknowledgment from the Virginia Office of Emergency Medical Services of a Public Safety Answering Points (PSAP) effort to implement guidelines set for communications involving EMS.
  • Agency License – "License" means an authorization issued by the Office of EMS to provide emergency medical services in the state as an EMS agency.
  • Vehicle Permit – "Emergency medical services vehicle permit" means an authorization issued by the Office of EMS for any vehicle, vessel or aircraft meeting the standards and criteria established by regulation for emergency medical services vehicles.
